Somalia’s state government has failed leaving it a safe haven for Pirates, the jihadists, drug smugglers, and arms traffickers. The U.S policy for Somalia was to kill people they deemed as terrorist, and ignore the state failure that allowed terrorist to flourish. It’s not that they didn’t care its just that trying to fix failed states is hard and expensive and sometimes you have to decide which ones are worth the effort, and Somalia was not. The President thought Somalia was a success and planned to use the same method for Iraq. The solution was to create a stable, legitimate, capable government capable of upholding order and commanding at least a minimum degree of loyalty from its citizens. But that solution got no support and thats when Obama said “We cannot do for Iraqis what they must do for themselves.” Which means Iraq too will continue to be a safe haven and breeding ground for jihadists.
