In the article the Congolese and the M23 rebels have a dispute that needs to be settled between each other but are split Rwandan territory. But as the M23 rebels and the Congolese have things that need to be settled the Rwandans are getting fired at. Since the Rwanda territory is in the middle of the two unfriendly countries they aren't allowed to fire into the Rwandan territory but unfortunatly one of the two countries fired 23 bombs and rockets into the territory that held civilians which neither country is supposed to do. Both sides are pointing fingers at each other saying that they saw the other side do it so no one really knows what really happened or where the bombs and rockets really came from, But the Rwandan territory stated that they could not take the abuse any more whether its from one country or the other. So in result the M23 rebels chose to be the bigger country and remove their troops 3 miles off the frontline.
